Actually blank
Most files sold as blank weekly planners are a dated layout with the dates removed and everything else left in: printed section headings, a time column, sometimes a decorative header. That is an undated planner, which is a different thing.
This one has a ruled line where the week range goes and nothing else. Day names across the columns, writing lines, and the dimension stamp in the footer. If you want priorities and notes panels, the hourly and horizontal layouts carry them, or you can add them in the generator.
What people use a blank week for
Reusing one sheet as a template to photocopy, planning a week that does not start on a Monday or a Sunday, teaching planning to someone who has not chosen a system yet, and any situation where the printed structure would be wrong more often than it would be right.
It is also the sheet to use if you intend to draw your own structure on top, which is how most bullet journal weekly spreads begin.
